Is there any way to create a hook link to the current clipboard that is file path text (e.g., /Users/name/picture.png) without opening the Finder?

You can invoke Hookmark window on any document first, then type control+command+L, or click on Gear button ->Focus on Link in Clipboard. Then you can do copy link.
