Deep Linking PDFs in Skim - troubleshooting

I’m trying to deep link a pdf book as comments in a piece of code I’m writing. I’ve given up on PDF PenPro since it was sold to Nitro, so I’ve had to install Skim since it’s the only other pdf reader that can use deep links.
I’ve set Skim as my default pdf reader, and my understanding was that Deep links should work “out of the box”.

When I select some text and get a hook link, I do indeed get something that looks like a deep link because I see the p, x and y .parameters.

However, if I paste this link in safari, or call it from a Markdown editor, it will only take me to the file itself in finder, not the actual page (even if the book is opened in skim).

I’m not sure what I’m doing wrong.

Disabling the following in General Preferences Tab – Hookmark should do the trick:

Reveal hook://file link targets in Finder (rather than opening them)
